I have a mighty similar setup (OS9.2 - Quicksilver 867) but am running
CarbonLib 1.4. Only Errant behaviour I experienced was Japanese Script
Editor (OSX) launching by mistake.

If you're running CarbonLib 1.4 and are still having problems...something
else is the issue.
Do you have any Folders in your Scripting Additions folder?? If so, Get
rid of them I've heard this can cause probs. Also, Try trashing
AppleScript prefs

..if that fails, checkout AppleScriptSourcebook.com, Bill keeps a pretty
good summary of issues there.
