Way to edit Outlook preferences without launching Outlook?

Can anyone tell me if they know if the Outlook Express preferences file that
is created when you save the POP and SMTP settings is editable via
Applescript?

I've been asked to create an installation process that adds a new email
account to Outlook Express, yet runs in OS X. The problem is, if I use
Applescript's commands to "tell application Outlook" to edit the prefs the
easy way, OS X has to go and sublaunch the OS 9 environment. I'd like to
avoid that if at all possible. Unfortunately, if I open the Outlook
Preferences file, it appears empty.
