Scripting access privileges without file sharing on.

Is it possible to change the access privileges on a folder on an AppleShare
volume without having File Sharing turned on? I can see how that would be
necessary if the folder was something that the user was sharing but this is
a folder on the server volume. I'd rather not enable File Sharing on the
user's computer but the standard scripting additions don't seem to allow the
access privileges to be changed otherwise. Is there an third-party addition
that provides the capability?
