I think this should be a heads up for Apple regarding the need for
autorouting and some intelligent behavior for the .menu items

1. you only drag the ScriptMenu.menu file to the menu bar to install it.

2. It then displays any files found in
/Library/Scripts/

3. It will also display (below the above items) anything found in
~/Library/Scripts/

It would be nice if files dragged onto the menu item would ask you where you
want to install them (available to any user/just you?) and do the install
for us.
