Under OS 9, many of IE's prefs are embedded in the internet prefs file.
System Folder:Preferences:Internet Preferences

This is a type of database file. I think you can access it using Lawrence
D'Oliveiro's script tools

Other things like favorites and the toolbar are kept in html and xml files
at --> System Folder:Preferences:Explorer:
