Make Internet Connect wait

I would like to get Internet Connect to wait until it is connected before
launching Internet Explorer. With the simple script below IE will launch
before IC connects and the "unable to connect to server", etc. error comes
up.
What needs to be done to get IC to make sure it is connected before the
script continues?
