Let me make sure I understand what you are needing, you are wanting a water
mark on the image of the files name? Or are you wanting to add comments to
the information stored in header of the file?

I know a little bit about the header file and might be able to tell you
where to write the information into, a bit brutal, but we do a read of the
header to determine it resolution without opening the file in any program.

If you are wanting to create a water mark, Adobe PS print driver has the
ability to but the file name as a watermark when printing a PS file, which
could then be converted to JPG.

I also think Quick time has the ability to add text to a layer and then you
could export it from there. With Photoscripter you could also do some of
this I believe within Photoshop.
