fleeting help menu?

When launching SE 1.6 from the desktop in OS 9.1 (via the Apple Menu), for a split
second there is a help menu next to the Apple menu as Script Editor starts up and
then, of course, it goes and all is normal (this is with no other apps or anything
running).

Curiosity drives me to ask, what is it and why?
