I tried MacPerl, Fetch and SimpleText and none displayed the elusive Help menu
behaviour (all are without splahscreens at startup).

That's CarbonLib putting up the Apple and Help menus when it is initialized. The programs mentioned aren't Carbon programs (actually Fetch is a Carbon program, but it only uses Carbon on Mac OS X -- it does not use CarbonLib on OS 8.x and 9.x).
