Well, my understanding is that it was a new bit that Apple added at the
release of system 9, and that the idea was for applications to set it when
they open a document. Can't tell you which bit or how to set it since most
of my work is done in AS. That question is more appropriate for the
AppleScript Implementer's list. I would imagine you can find more info on it
at the developer site as well, but you'll probably have to do some digging.
