This is only recent. Before then it has moved from pillar to post, the URL
was broken, and then broken again, with no auto-forwarding, just moved as
the next guy with a smart idea for where it should live came along.
It should just be on the installer and installed along side script editor.

Again, they ARE getting better. But who the hell is ever going to enter
"web" into the help system (which we have been trained for years to learn is
useless) in order to find a manual?
