OE is not designed to send real HTML, only the rich text type of HTML. But
there is a way to trick it to use the IE Controls. It's quite tricky. Get
Send Complex HTML script (OE versions) at

AppleScript Central

to see how it's done. And read Steve's ReadMe. In my adaptation of the
script for Entourage, and in my Make Hyperlinks script also for Entourage, I
take it a bit further, but it's basically the same technique. Make
Hyperlinks might give you a few ideas here since it parses the message
source of a regular "simple" HTML to turn it into complex HTML (actually it
has to make a new message). Both these scripts are at the same URL.
