first, it seems like you could find some kind of
"middleware" that needn't to be installed on every client.
i'm not sure what it would be, but if it were done right, it
would install on one machine and each client could make
requests to it with no additional software. that should help
with the costs.
second, and possibly an example of the former, FrontBase
offers a scriptable app that talks to their database. if you
can't just switch completely to FrontBase (which looks
pretty good, though i haven't used it), perhaps you could
use FrontBase as your middleware.

also, it would seem perhaps copy of MacSQL, as mentioned by
Bryan, might serve as middleware.
