It doesn't look like it to me. To make sure, I just tested "tell app Finder
to restart" (in an applet) under 7.5.3, 7.6.1, 8.1, 8.5.1 and 9.0.4 (none of
which have the "execution state" property) and it works perfectly fine under
all these OS versions.
I see no evidence that "ignoring application responses" is needed for this
(restarts) under anything but Mac OS X.
