David,
If you have the map outlines without the historical data as
a separate data set, then generate the maps for the
background and lock them before overlaying the interest
points and the text items. This will permit editing of the
data-overlays without issues of the map being disturbed...
The original format of the vector information is relevant
for a better answer: is the data EPS/EPSF, or more pinpoint
(such as topography data formats)?
