You might want to check out the sample scripts in Jaguar at this location:

/Applications/AppleScript/Example Scripts/Mail Scripts/

The one named 'Create New Message' should help understand how to make a new message, set up the addressing fields, subject, body, attachments, signature, and sending account.

Note: These sample scripts do not work in 10.1
