Internet Explorer 5.1 won't retain helper pref?

I'm trying to set up an iMac (15", X.1.2) to use Photoshop Elements 2.0 or preview ***or any other image viewer*** to view TIFF image files on a local volume. The problem I'm having is that the msg I get tells me that Explorer doesn't undersatnd what application it should use to view the file. If I browse for an application, or for a plug-in, to handle it, all the obvious choices are grayed out. If I cancel, and go to the prefs and set up file helpers, I can get it to work.

But as soon as I quit and restart, the file helper prefs revert to wanting to use the "Quicktime plugin.plugin" plugin to handle the images, and then when I click on one of the links, I get the "Explorer does not understand which app"... dialog.

It seems that on launch Explorer is sensing the availablity of the Quicktime plugin and these are replacing the settings I've previously set up.

My hoped for solution is to write a script that would run every time Explorer is launched and refresh the file helpers. I've not done any OS X scripting, and don't know how to write one that runs on app launch. Any guidance here?
