Scripting system preferences in OS X 10.2.3

I am particularly interested in scripting the Sound level and the
Display brightness.
It seems that what I used to know about the Sound level (it is
something between 0 and 7) isn't the case anymore because I was able to
run scripts like this
set volume 0.15
beep
(The beep is a lot softer than it would be if I set volume 1 first)
So, I can SET volume, though I don't understand the range, but I can't
figure out how to GET volume, and I can neither get nor set the
display's brightness. Can someone point me in the right direction? What
should I be aiming at, System Events or System Preferences or ...?
I'd like to do this without resorting to scripting the GUI, for
portability reasons. Are there other reasons (speed?) to attempt to "go
direct" rather than through GUI scripting when possible?
