Just guessing:
Since Jan. 1 is a holiday in almost every country, a year which begins on
Friday, Jan. 1, does not have its first normal business day until the next
Monday (Jan. 4). So the first business week will be the one that contains
Thursday (Jan 7 here). Whereas a year that begins on any other business
(Mon-Fri) day, including Thursday, will have at least Friday (Jan. 2 or
later ) of that very first week as a business day. Again it will be the
first week that includes Thursday (Thursday will be any date Jan. 1 thru 4
here). If the year begins on Saturday or Sunday, the first business week
will begin the following Monday (Jan 2 or 3). Thursday will be Jan. 5 or 6
here. Hence the rule. ?
(This of course is oriented to business, and to Western industrialized
countries. Islamic countries and Israel have different work weeks.)
