Hello again,

As soon as I sent my previous post on this, I decided to read the
AppleScript 1.8.2 beta read me. Well, I should have done this first...

This bit from the Read Me answers my question:

AppleScript 1.7 changed the way that alias and file objects are created and
stored in AppleScript. For compatibility with the Mac OS Extended disk
format and Mac OS X, the file and alias objects now store their file paths
as Unicode text, so they can specify long, multilingual file names. But in
Mac OS 9.1 and Classic, this has a moderate to significant effect on the
performance of some scripts, and in scripts running on 9.2 it is not
generally useful. So in AppleScript 1.8.2 running on Mac OS 9.1 and later,
file and alias objects store their paths as plain text, as they did prior to
1.7, to retain performance. AppleScript 1.8.2 running in Classic will still
use Unicode text paths in order to maintain compatibility with Mac OS X.
