Yes. It was added sometime after Apple's HIG folks decided that an
application to which starting up things happened when it was already
running shouldn't act as if it had just been launched.

Aside: FileMaker in an early post-1991 version *tried* to achieve this by
removing the handler for the oapp event after handling the event. However,
the attempted removal was botched.

Having a separate event makes more sense.
