For OS 9.x, you could use applescript to simply 'open' a system 7
self-playing sound file. To use the system sounds, open the system file by
double clicking on it, and option drag copies of the sound files you want to
a handy location. Or, with Jon's commands, you can specify a system sound
using the 'play sound' command.
In OS X, the way I've found works the best is to use iTunes to manage your
sounds for you. I included it in my login items, checked to hide at startup,
and it now plays my startup sound file and any other sound I want to trigger
from a script. Although system 7 sounds aren't self-playing in X, iTunes is
happy to play them for you. To use your old sound files, ones copied from
the OS 9 system file, or the OS X AIFF versions (wherever the heck they
are), just drag them into iTunes and put them into your own 'system sounds'
library. Then you can easily call them by name from your scripts - and
iTunes will stay hidden in the background while it plays them.
