Tell application "Finder" not working

When I compile the following script on Mac OS X, I am asked for a
username and a password for the remote system.
When I actually run the script, the restart command is received by my
local Finder, and not the remote Finder.

tell application "Finder" of machine "eppc://machinerunningOS9.rit.edu"
restart
end tell

Has anyone else see this behavior?

Is this one of those new "features" introduced into new versions of
AppleScript?
