I have no idea what the original intent is, but noticing the behavior in my Mail.app which is set to Fetch every 15 minutes, I can understand. This is because Mail doesn't actually go out and fetch so well. It works fine for POP3 accounts, only works on IMAP accounts if the account isn't currently selected and being viewed, and I've never seen it work for my iTools account. I always have to manually click off of the mailbox, and then click back on the mailbox before Mail fetches new headers.

If you set the fetch interval to one minute, Mail will fetch 60 seconds later.
