Another option if you're on OS X is AppleScript Studio.
There's also the dark horses:
Frontier
HyperCard
SuperCard
MetaCard
Revolution
REALbasic
Depending on your needs, all of them have the ability to develop applications that interact with AppleScript.
Frontier can run AppleScripts and provides a lot of underlying support, like a built-in lightweight database and web publishing stuff.
HyperCard, SuperCard, MetaCard, and Revolution all build on HyperCard's foundation as an app toolkit, and all can natively run AppleScript as well as their built-in xTalk languages.
REALbasic can incorporate and utilize compiled AppleScripts, which can be a very nice feature.
