So perhaps all Apple needs to do is add a flag to osaxen (or perhaps to the terminology resource) to specify that the terminology requires an explicit 'using terms from', and add a new form 'using terms from addition "Foo"', and we've now got explicit control over namespaces without adding much complexity. I suppose this behavior should also apply to coercion handlers, although that seems less important to me.
