I apologize, I do not know what base64-encoded means, and the present reply
may be completely irrelevant.

Just in case: Smile 2's dictionary includes "textencodings", which returns
a list of the text encodings known by the OS, among which I read many
interesting things such as "ISO-8859-1", "windows-1252", "X-MAC-VT100",
"UNICODE-1-1-UTF-8" and plenty others. Smile can "convertext from ... to
..." between those formats.
