Upload to a web server

I know I can achieve this using something like WebSTAR or AppleShare IP. Can
I do it with OS 9.2.2?

I want to have users access a web page running on personal web sharing on a
"central" machine, type in a job number and then choose a file on their
local machine. Click the submit button and upload the file to the "host"
machine which will then do it's AppleScript stuff and produce a finished
file for them.

The bit I'm stumbling on is the upload part. I can't use URL Scripting as
FTP isn't a feature of Personal Web Sharing. I could use file sharing to
copy the file, but that would have to be done on a script locally, not
through the script running on the server which could then cause all kinds of
problems if two users try to trigger the server script at the same time.

I have a Unlimited User copy of AppleShare IP 6 that we replaced with OS X
so I could go that route, but it seems overkill just to facilitate uploading
a file. Does anyone know an existing way to do this?
