scripts not saving as droplets

I'm having intermittent difficulty getting scripts to save as droplets. That
is, I'll save a script with an 'on open' handler as an application, but the
script icon doesn't have the little arrow and won't accept drags in the
Finder. My understanding was that being saved as an application and having
an 'on open' handler are all that is needed for a script to be a droplet. Am
I missing something?
