This seems to be a common complaint and I have nothing to offer
regarding a fix for the help viewer but...
The help files are HTML, so you can view them with your browser of
choice (IE, Netscape, etc.). You'll lose some functions offered by
the help viewer, such as search and navigation buttons, but at least
the content will be available and navigable via hypertext links.
On my OS 9.1 system, the main help page is located at:
System Folder:Help:Help Center
Once you open it in a browser, it can be added to your
favorites/bookmarks just like a web page.
