I believe that anything that brings an app to the front will halt
shutdown. In OS 9.something they give you a way to work around this.
The Finder has a property called "execution state" which you can check
at the beginning of the script and save. After finishing whatever your
script does it can tell the Finder to shut down or restart, depending on
the execution state when the script started.
