I mean that every script in the script menu is disabled. Even the ones that
come with Entourage.

I can confirm that this bug occurs on at least two machines: on my G4
desktop and on the iBook I'm typing this on.
If you haven't told Entourage not to show the message about the draft being
recovered, you should be able to reproduce this bug. Just open a new
message, type some text, and force quit Entourage. When you open it again
every item in the script menu will be deactivated.
If you tell Entourage not to show the dialog saying that the message was
recovered again, the bug disappears (perhaps it's something about the script
menu not being reactivated after the dialog is dismissed), so if you have
enabled that option you will not be able to replicate this.
