bin hex copying

Hi, I am new to applescript and therefore have a question regarding file types. I have a classic application that I need to save on our intranet. Currently I have saved the file in a bin hex format. Via php I am copying this bin hex file to a new location with a different name. This "new file" then gets downloaded via a user clicking on the link. The problem is that the file that is downloaded comes down with the "old file's "name. If I copied mike.hqx to mark.hqx and then downloaded mark.hqx the file ALWAYS shows up as mike.hqx. I understand that this is due to the file not being re bin hexed if you will via the copy.

Does anybody know a method to rebinhex the file on the sever on the fly.
Doew anybody know how to download to files off an intranet site without requiring the user to click 2 different hyperlinks.(This would eliminate my need to rename the file)
