Where is the Script Runner "Open Scripts Folder" script in OS X 10.1? I
edited it at some point to open both the script folder in the user library
folder and the one in the main library folder, but I can't remember how.

I don't believe "Open Scripts Folder" has ever been implemented as a script. As of 10.1, Script Runner will always open the user Scripts folder (creating it if necessary), and will open the local and network ones if they exist.
