It shouldn't do this, but it's not impossible for it to get messed up. The Open Dictionary dialog relies on a system service called Launch Services to get all the applications -- all its data is stored in three files in ~/Library/Preferences named starting with "LS". Delete them, log out, log back in, and it should be fine.

The window fails to retain its size and position on my system, too.

Yes, I know. It's on our list of things to fix.
