Jon or Chris may rush in to correct me, but my memory of 1993 says that
applications *couldn't* implement the using/ignoring state, because they
couldn't learn about it.
Later, the state (at least the differences between the state and the
default) were, I think, added to the Apple events AppleScript generates as
one or more attributes which applications can access.
Somewhere in the many megs of AppleScript SDK, the inquiring mind could
find out. ;-)
