As far as I can tell, it isn't a "bug" so much as a missing feature. Despite the fact that the StuffIt file format supports long Unicode file names, the StuffIt software for Mac OS does not actually support this. The mangled file name you see above is the "short" name automatically generated by the OS when the file was created. You will see the same file name if you look at the file from Classic or Mac OS 9.
