Well, you can find out about it on Google, if you search for "RFC 2396" (include the quotes). It's about URIs (the more correct, updated term for URLs). Sounds, though, like something's wrong with your 'man' command, since there is a brief section of the curl manual, about one screen down, that describes URLs and refers to RFC 2396. Does 'man' work for other commands?

Try this:
man curl | more
(that a vertical bar, or pipe, character - shift-backslash on a US keyboard)
