There was more or less a recent discussion about that. The point is that only the app knows whether the file is finished downloading or not. You can only guess. I don't know a better policy than checking periodically the size of the file or, still easier, its modification date.

But then, the folder action is not enough, you've got to sort of launch a task.

For instance, the free AppleScript editor Smile (I'm affiliated) can handle such a task as waiting for a file to be complete in the background.
