AppleScript 1.9 is only for Mac OS X. The most recent version of AppleScript
for Mac OS 9 and the Classic environment is AppleScript 1.8.3.
To make sure a script application runs in the Classic environment, save it
in The Jaguar Script Editor with the option to "Require the Classic
Environment" turned on. Or select its icon in the Finder and open the Get
Info dialog; somewhere in there you'll find an option to force the script to
run in the Classic environment. This only works for script applications,
which might otherwise launch in the native Mac OS X environment.
I believe a script saved as a compiled script will run in whichever
environment the hosting application is running in. And it will use the
version of AppleScript that is installed for that environment.
