The "Default Window Size" command is still available in 1.9, and a new
window initially opens to this size. The problem is that the first time you
save a window, the window size and position are not retained. When the file
is closed and then opened again, the window is quite small and not in the
screen location it was at the time the window was saved. Window information
is remembered on subsequent saves but is lost again if you do a "Save As".

At first, I thought this problem might be specific to my setup. But I've
now received a back channel confirmation of the same behavior on another
machine. It's surprising such an interface anomaly was not caught and fixed
before Script Editor 1.9 was released.
