Obvious if you don't want to use a folder action, that is.

Personally, I've found OS X folder actions a little rough in these early
days. I expressed my reservations here already (OS X Folder Action Hiccup,
Sept 2) and have decided to get by without them for now. Judging from the
lack of any response to that message, I'm guessing that not too many people
are using them in X (or everybody's filtering my mail straight to the
trash).

FWIW, I've been using stay-open applets to mimic OS 9 Folder Actions. When
they launch, they open the watched folder and minimise it to the dock (in a
half-arsed imitation of a pop-up window). When the window that has been
minimised is closed, the applet quits.
