Strange QP

Does anyone know why the Quoted Printable for "b"" is "=80"? That works out
as decimal ASCII 128, which is "C" on the Mac, and "b," on Windows. Maybe b,
got assigned ASCII 128 on Windows rather recently?

On Windows "b"" is ASCII 149, on the Mac it's 165. Are there lots like this,
or is this the only one where QP has absolutely nothing to do with the ASCII
number in hex?
