Is SMILE the way to go for this?

I have a need to write an application that performs some simple HTTP GET/POST
commands, yet requires a user-interface with graphics. This application
needs to run on Mac OS 8/9 and X. My understanding is that AppleScript
Studio doesn't create apps that run on OS 8/9, so I'm assuming I'd need to
take a different route - - - so I was thinking about using SMILE. Can
anyone tell me what options I might have - - - my goal is to write from 1
code-base and compile for both OS 8/9 and X, if at all possible.
