Yes, but script and text windows don't want to have a contextual menu.

You just include a "CustomMenuItems" handler in the script of the object that should display the CM. The handler should return a list of strings.

As I said, in the public distribution of Smile, only dialog items can have a CM, and only in edit mode: more for the developer's use than for the user's.
