The reason for this strange result is that Mac OS X seems to ignore most of the LC settings. On most unix systems a

setenv LANG "fr_FR" (csh style) or a
setenv LC_ALL "fr_FR"

would cause the unix environment to use the local definitions for dates e.a. which reside in /usr/share/locale . Unfortunately OS X does not honour LC_TIME and displays the date always American style. Therefore the national representation of +ï is "April 7" and not "7 avril" and +%d %B results in 07 April and not 7 avril.
