are you assuming it is mangled HTML, or have you examined it?

If I had not examined it, I would not be in a position to comment on it. So far as I know Mail sends all styled message in text/enriched format and never in html. I see no option anywhere in Mail to send html. The 'Composing' panel in Mail's Preferences gives a pop-up containing Rich Text and Plain Text and no mention of html.
