Thank you for your polite assistance here. In fact I'd just found the
download page for Script Editor 2.0 beta 2, downloaded and installed it.
It's quite different to beta 1 isn't it. Rather makes you think this is
alpha software rather than beta.
Anyway, I have a few apps in the "Library" window (which is a window
rather than pane and has a title) and can add new ones using the
process described by Craig (hit the plus button). I still can't open a
dictionary going the File -> Open Dictionary... route but no longer
care as now I have 2 other methods of getting an apps dictionary.
