Quick read, quick answer:

You can create a rule for all outgoing messages to have that data inserted
upon sending, but you won't have or see that data when you first create the
new message in the first place, or while you compose it. Once you actually
send it, the desired info could be inserted in the body of the message.

A slight alteration is that you could use numerous utilities, free and
otherwise, to assign a keystroke to use in place of the reserved Command-N
(say, Command-Option-Shift-N, or whatever you like and is available) to
create a new message running your insertion script.

If I missed the point of your query, it's because I'm in a hurry; rephrase
if no one else offers what you desire.
