Simple Excel Script not working

I have now reduced my task to script a simple Excel command. But nothing
seems to be working.
I tried the script:
Tell application "Microsoft Excel"
Create New Workbook
End tell
I run it and it opens Excel and then gives me the error:
"Microsoft Excel got an error: Can't continue Create."
Anyone have anyway around this?
